Council President James Spear will attend the New York City NROTC’s mid-year commissioning ceremony at SUNY Maritime College to congratulate the Navy’s newest ensigns and the USMC’s newest First Lieutenants. On behalf of the New York Council, James will present a Sword of Leadership to the top cadet.
